I would like to set custom transition animation between steps.

This is often described as "tweening" in animation.

Also, for educational content, having a slider UI that lets users interactively ‘scrub’ the animation back and forth would be very impactful. Other micro-learning apps do this and it really helps convey concepts.

Yes, please. Transition animation speed is often too fast to really showcase the animation.
